June 26, Fineko/abc.az. Kyrgyzstan has broken ground on the strategic Kazarman Hydropower Plant (HPP) cascade in the Toguz-Toro district. President Sadyr Japarov personally attended the capsule-laying ceremony to officially launch the construction phase.

According to ABC.AZ, tracking Central Asian regional infrastructure developments, the project marks one of the country's largest energy initiatives, incorporating the construction of three separate hydropower stations.

Key Technical and Investment Parameters:

  • Capital Expenditure (CapEx): Total foreign and domestic investment is estimated at approximately $3 billion. President Japarov explicitly extended gratitude to Turkish investors for anchored backing and participation.

  • Capacity and Yield: The integrated HPP cascade will boast a total capacity of 912 MW, with an estimated average annual electricity generation exceeding 3.75 billion kWh.

  • Timeline to Commercial Operation: The entire cascade grid configuration is scheduled for full completion and commissioning by 2031.

President Japarov noted that Kyrgyzstan is concurrently constructing the Sary-Tash and Kapchyqai small-scale HPPs, alongside the Chatkal HPP cascade with a combined capacity of 145 MW. He stated that while these collective projects might not completely erase the domestic electricity deficit, they structurally push the nation forward toward energy self-sufficiency.
