June 13, Fineko/abc.az. Azerbaijan is establishing a fresh legal and institutional mechanism designed to streamline the relocation and property rights formalization for former internally displaced persons (IDPs).
According to ABC.AZ, a new draft bill proposing amendments to the Housing Code was debated during the plenary session of the Milli Majlis and successfully passed its first reading.
The approved legislative blueprint dictates:
Establishment of a Special Fund: The amendments trigger the formation of a brand new legal institute—the "Permanent Settlement Fund in the Liberated Territories." Residential properties under this entity will be classified within the special-purpose housing fund category.
Transfer of Property Ownership: Housing assets held within the Fund are strictly designated for the strategic relocation of former IDPs to the liberated zones, ensuring the direct transfer of real estate titles into their private personal ownership.
Operational Execution: The definitive protocols governing the relocation processes and the systematic transfer of property deeds will be formulated by an agency designated by the relevant executive power authority.
