Azerbaijan’s customs revenues for 2025 did not reach the forecast - Report

June 9, Fineko/abc.az. The State Customs Committee transferred 6.369 billion manats to the State Budget of Azerbaijan in 2025.

ABC.AZ informs, referring to the Annual Report on State Budget 2025, that this figure was lower than the forecast (6.6 billion manats) by 230.1 million manats (or 3.5%). Compared with 2024, customs duties decreased by 278.8 million manats (or 4.2%).

The main factors of under-fulfillment of the plan:

Decrease in imports: The actual volume of imports exceeded the forecast value by $306.2 million (or 1.7%).

Reduction in VAT-subject imports: The volume of imports subject to VAT turned out to be $1.315 billion less than the forecast (its share in overall imports fell by 6 p.p.). Compared with 2024, this figure declined by $333.5 million (the share fell by 3.3 p.p.). It was the decline in the segment of taxable imports that became the key reason for the lag in customs revenues from the forecast.
